Sanctions, AML/CFT regulation, trade-based money laundering and enforcement — tracked at the source, for compliance, trade finance and correspondent-banking teams.
A comparatively quiet week on the multilateral front — no FATF plenary, no new Basel or Wolfsberg guidance — but a dense one on the enforcement side. OFSI's £4.73m penalty against Citibank's London branch and the National Crime Agency's flash alert on the so-called "A7" sanctions-evasion network both land as the UK doubles the ceiling on financial-sanctions fines and leans harder on banks' correspondent and payment-processing controls.
Washington kept up a steady sanctions cadence — five separate OFAC action days between 10 and 18 September touching Iran, Cuba, Belarus, Russia, Venezuela and Ethiopia — while a guilty plea in a $2m aerospace-parts smuggling case and the continuing fallout from February's $252m Applied Materials settlement underline that export-control enforcement, not just OFAC listings, is now central to trade-finance risk.
On the regulatory side, the EU's dual-use control list gained new semiconductor and advanced-manufacturing categories, and AMLA moved a step closer to its 2027 selection of roughly 40 institutions for direct EU-level AML supervision from 2028. We treat the A7 network as an emerging picture rather than a settled one — see the Investigative Desk for what is established, what is inferred, and what we cannot yet say.

OFAC: five action days in nine days — Iran, Cuba, Belarus, Russia, Venezuela, EthiopiaOFAC: fünf Aktionstage in neun Tagen — Iran, Kuba, Belarus, Russland, Venezuela, Äthiopien
SanctionsThe largest single action came on 17 September: OFAC added 12 individuals and entities under its Iran and Cuba programs and removed two Belarusian entities. On the Iran side, designations targeted the digital-asset exchange Bitbank and Pishtaz Simorgh Electronic Trade Company, plus individuals linked to convicted financier Babak Zanjani. On Cuba, three individuals and seven state enterprises tied to military-linked research (CIDAI, CID-SIM, CIDNAV, CIDP Grito de Baire) and nickel-mining support (CEDINIQ, CEPRONIQUEL, SERCONI, Pinares S.A.) were added. Delisted: Belarusian manufacturers Lakokraska OAO and Kontsern Bellesbumprom.
Earlier in the window: on 10 September OFAC designated 15 individuals and 5 entities across Iraq, Lebanon, Syria, Turkey and the UAE under counter-terrorism authority (Kata'ib Hizballah/Hizballah links) and tightened Iran licensing policy under Operation Economic Outcast to a presumption of denial. On 14 September a further Iran-related designation was issued alongside an amended Venezuela general licence; on 16 September OFAC removed Russia-related and a counter-narcotics designation and amended a Venezuela general licence; on 18 September the Ethiopia sanctions emergency expired, related designations were removed, and an amended Russia general licence was issued.

SanctionsThe National Economic Crime Centre, OFSI and the Foreign, Commonwealth & Development Office issued a joint flash alert on a network UK authorities label "A7" — alleged to route sanctioned Russian and Iran-linked financial flows through structures spanning Central Asia and West Africa, reportedly settling large transaction volumes since it began operating. Alongside the alert, the UK government confirmed it has doubled the maximum OFSI financial-sanctions penalty from 50% to 100% of the breach value, and noted more than 500 UK sanctions designations under the Russia regime so far this year. See our Investigative Desk below for a fact/inference breakdown of the A7 claims.
AMLAt its June 2026 plenary, FATF added Bosnia and Herzegovina and Iraq to its list of jurisdictions under increased monitoring, citing high-level political commitments to remediate strategic AML/CFT deficiencies. Algeria and Namibia were removed after FATF assessed that both had substantially completed their action plans. No new plenary has convened since; these listings remain the current baseline for enhanced due diligence on counterparties in the affected jurisdictions.

AMLThe EU Anti-Money Laundering Authority published standardised reporting templates and guidance for national supervisors to identify obliged entities eligible for AMLA's future direct supervision. Key dates: a webinar on template use (10 June 2026), a data-collection deadline for national supervisors (15 August 2026), and a provisional list of eligible entities expected by 30 September 2026. The formal selection cycle for roughly 40 institutions runs through 2027, with direct EU-level AML supervision beginning in 2028.

AMLFinCEN analysed 33,904 Bank Secrecy Act reports filed between September 2023 and December 2025 and identified nearly $13 billion in suspected financial activity tied to digital-asset investment scams — mostly "pig butchering" and romance-baiting schemes run by transnational criminal groups based in Southeast Asia. The report details three laundering mechanisms: online "guarantee marketplaces" selling phishing and laundering services; professional money launderers using shell companies and mule networks; and stablecoin transfers moving proceeds to offshore exchanges. FinCEN urged financial institutions to watch for red-flag indicators, file SARs, and use Section 314(b) information-sharing.

EU adds semiconductor and advanced-manufacturing items to dual-use control listEU nimmt Halbleiter- und Hochtechnologie-Fertigungsgüter in Dual-Use-Kontrollliste auf
TradeThe European Commission adopted a Delegated Regulation updating the EU dual-use control list to align with 2025 decisions of the Wassenaar Arrangement, the Australia Group and the Nuclear Suppliers Group. New or amended entries cover semiconductor manufacturing equipment, advanced computing integrated circuits, ceramic matrix composites, rotary encoders, additive manufacturing equipment, and chemical vapour deposition equipment for silicon carbide fibres. The update enters into force after the standard two-month Council/Parliament scrutiny period — expected mid-to-late November 2026 — and will require trade finance and export-compliance teams to re-screen affected product lines.
TradeThough settled in February, the case continues to generate fresh compliance analysis this month and remains the reference point for re-export risk assessments in Asia-based manufacturing supply chains. BIS found that Applied Materials Inc. and its Korean subsidiary shipped semiconductor ion-implantation equipment (roughly $126m in value) from the U.S. through Korea for partial assembly, then on to China's SMIC and affiliates without the required licences — despite a 2020 warning letter and SMIC's Entity List designation. BIS rejected the companies' "substantial transformation" theory and imposed a $252m penalty (twice the transaction value, the statutory maximum), with compliance audits due in 2027 and 2028. Trade finance desks financing multi-jurisdiction "build-and-forward" equipment shipments should treat this as the template BIS will apply to similar structures.
bis.gov, 12 Feb 2026Guilty plea: UAE-based intermediary used to smuggle U.S. aerospace parts to RussiaSchuldeingeständnis: VAE-Vermittler zum Schmuggel von US-Luftfahrtteilen nach Russland genutzt
TradeAndrei Samuilovski, a dual/triple national of Estonia, Switzerland and Russia, pleaded guilty to conspiracy to violate the Export Control Reform Act. Between early 2022 and September 2024, he and co-conspirators used ITC Middle East FZ-LLC — a company he co-founded in the UAE weeks after Russia's invasion of Ukraine — to route roughly $2m in U.S.-origin, export-controlled aerospace and aviation parts to Russian end-users through dozens of shipments, without the required Commerce Department licences. He faces up to 20 years and is scheduled for sentencing on 13 January 2027. The case is a textbook illustration of the transshipment-hub pattern — UAE, Turkey and Central Asian intermediaries — that underpins most Russia-related export-control TBML typologies flagged by Treasury/Commerce/DOJ's joint compliance notes.

EnforcementOFSI imposed a penalty of £4,732,830.58 under Section 146 of the Policing and Crime Act 2017, for breaches of the Russia (Sanctions) (EU Exit) Regulations 2019 and the Global Anti-Corruption Sanctions Regulations 2021. The breaches — 970 transactions totalling approximately £19.7m, the large majority processed between February and November 2022 — spanned payment processing, correspondent banking and account-restriction failures. Citibank voluntarily disclosed most of the breaches and cooperated fully, earning a 20% voluntary-disclosure/cooperation discount plus a further 20% settlement discount. OFSI noted the "significant operational challenges" of the post-invasion sanctions environment but still found a penalty warranted.

The "A7" network: what UK authorities have said, and what remains unverifiedDas „A7"-Netzwerk: Was britische Behörden gesagt haben — und was unbestätigt bleibt
Investigative AnalysisThe established facts
Die gesicherten Fakten
On 31 August 2026, the UK's National Economic Crime Centre, OFSI and the FCDO jointly published a nationwide flash alert naming a mechanism they call "A7" and describing it as a sanctions-evasion structure operating across multiple jurisdictions. The UK government confirmed separately that on 26 May 2026 it had sanctioned banks, entities and individuals it says are linked to A7, and that it has previously sanctioned the crypto exchanges Grinex and Garantex in related actions. The UK also confirmed it has doubled the statutory maximum OFSI penalty from 50% to 100% of breach value, and that it has made over 500 sanctions designations under the Russia regime so far in 2026. The alert states that allied governments — the US, France, Germany, Canada and India — along with the IMF, were involved in related coordination.
The inference (editorial)
Die Schlussfolgerung (redaktionell)
Taken together, the timing of the A7 sanctions (May), the crypto-exchange designations that preceded it, and the scale of the alert suggest UK authorities regard A7 as a systemic, state-tolerated evasion channel rather than an isolated ring — and the doubled penalty ceiling reads as a deliberate signal to correspondent banks that facilitation, even indirect, will be priced accordingly. The reported use of Central Asian and West African intermediary jurisdictions is consistent with patterns seen in other post-2022 Russia sanctions-evasion cases.
What we cannot yet say
Was wir noch nicht sagen können
Publicly available material does not yet independently substantiate the specific transaction-volume figures attributed to A7, nor does it provide a verified, complete list of enabling institutions beyond those already designated. The alleged direct operational link to Iranian state actors, as distinct from general sanctions-evasion utility to Iran-linked parties, has not been independently corroborated in primary-source material reviewed for this brief. Readers should treat unconfirmed volume and network-structure claims as allegations pending further disclosure, court filings or independent audit.
