The State Department alleges that Zhisuan knowingly benefited from trade-secret theft against US persons and that MiraclePlus substantially supported or profited from it. Measures include property blocking, a USD 10 million yearly cap on US bank loans and investment bans. General License 2 allows wind-down until 19 January 2027.Am 19. On 16 October the Ministry of Commerce and the Ministry of Science and Technology published Announcement No. 48 of 2026, a draft revision of the catalogue of technologies prohibited or restricted from export. It adds 23 AI items, five in biomedicine and 12 in photovoltaics; 14 are proposed for prohibition and 26 for restriction. An interim pre-export registration duty applies immediately, including to transfers of ownership, licensing abroad and changes of control. Comments are open until 15 November 2026.Am 16.
