Solutions · Export credit agencies

Compliance for export credit agencies – parties, goods and routes of every cover checked.

National ECAs and their mandataries decide on public cover with tenors of many years – under growing sanctions density and accountable to ministries, parliaments and audit offices. TFI TradeCore checks the parties, goods and routes of every covered transaction, holds while a finding is open and evidences every decision for good – complemented by advisory on ECA-specific obligations.

Rules

What every cover is measured against

  • OECD Recommendation · 2019

    Bribery and commissions

Exporter declarations, checks against the debarment lists of development banks and enhanced review of agent commissions.

  • OECD Common Approaches

    Environmental and social due diligence

Classification and review of projects for environmental, social and human rights risks – documented per application.

  • OECD Recommendation · 2018

    Sustainable lending

Assess debt sustainability for buyers in low-income countries and justify the decision.

  • Reg. (EU) 833/2014 · Art. 12g, 12gb

    Sanctions and circumvention

“No Russia” clause, due diligence for common high-priority items and circumvention via third countries – over the whole tenor.

  • Dir. (EU) 2024/1226

    Sanctions criminal law

Breaches of EU sanctions are criminal offences across the EU – with consequences for everyone involved in a covered transaction.

  • Budget and audit law

    Accountability

Every cover decision must remain traceable over the full credit tenor – to the ministry, parliament and the audit office.

Use cases

Three cases from the cover business

  1. 01

    Application with a sanctions nexus

A shareholder of the buyer is on an EU list. Buyer, guarantor, beneficial owners and agents are captured as parties; TradeCore shows the hit with list, reference and similarity score, takes ownership and control into account and blocks release until compliance has decided under the four-eyes principle.

  2. 02

A question from the audit office

The request: every covered transaction with transit via a particular transshipment hub. A thematic review in TradeCore derives the population, freezes it, draws a sample and documents every result.

  3. 03

    A new sanctions package

A package extends lists and goods bans. RiskChart and the newsletter show the change the same morning; in TradeCore, post-approval monitoring moves transactions cleared against a superseded list version to the top – for a new review.

Process

TFI TradeCore in the ECA process

  1. 01

    Application

    • Parties to the export transaction: buyer, guarantor, beneficial owners, agents
    • Sanctions, shell-company and network checks with evidence per hit
    • Goods, route and vessels: export control, corridor and TBML
  2. 02

    Cover decision

    • Release only when no control is open
    • Four-eyes principle and segregation of duties, enforced server-side
    • Risk acceptance only as a time-limited, dual-approved exception
  3. 03

    Tenor

    • After new lists: clearances against older list versions are prioritised
    • Thematic reviews by country, corridor, product or vessel
    • Country risk and regulatory change daily with RiskChart and the newsletter
  4. 04

    Claim and audit

    • Guarantee demands with URDG 758 deadlines and a payout block while findings are open
    • Hash-chained, tamper-evident audit log
    • Evidence per check for internal audit and the audit office

Today TradeCore is the review and evidence layer for the parties and transactions behind a cover. Cover application, premium, bribery and commission declarations and the environmental and social review are not yet dedicated workflows in TradeCore – we support these steps with advisory and adapt TradeCore to your process in the pilot project.

  • TFI TradeCore

The working and evidence layer for every covered transaction: cases, controls, approvals, exceptions and audit in one system – run in your environment.

  • TFI RiskChart

  • Advisory and audit

Independent ECA compliance benchmark against the OECD standards, audits of transactions and processes, training for underwriting and claims.

Procurement

An offer that fits public procurement.

Many ECAs and their ministries buy as contracting authorities. Our offer therefore consists of self-contained services with a fixed price and a fixed term – each usable on its own, none with an option on the next. You know the contract value before you choose the procedure.

  • Advisory · fixed price · 3–8 weeks

    Health check and benchmark

Your policies and processes on bribery, sanctions and environmental and social due diligence against the OECD standards – with a findings report and an action plan, vendor-neutral.

  • Licence · fixed 12 months

    TFI RiskChart

Country risk with official sources for underwriting and the committee – as a team licence or for the whole institution.

  • Fixed price · ends automatically

    Pilot project

RiskChart (3 months) or TradeCore with TradeScreen (6 months) in a test or shadow environment, with agreed success criteria and a final report.

  • By procurement procedure

    Roll-out and operation

Licence, roll-out and operation over several years – under your procurement rules (in the EU: Directive 2014/24/EU and national transposition), for example via a framework agreement or an EU-wide procedure.

The choice of procedure and the estimate of the contract value are yours. We state the total value over the full term, never split contracts and do not help draft specifications for procurements we might bid in. For your procurement file we provide the scope of work, price sheet and security and data protection documents – this is not legal advice on procurement.

Getting started

Start with a clearly scoped pilot

We start with a fixed-price pilot: fixed scope, a fixed term of three to six months, agreed success criteria and a final report you are free to use. The pilot ends automatically, does not renew and carries no option for follow-on work. Because TFI TradeCore is pre-production – technically complete, with more than 3,600 automated tests (as of September 2026), but not yet released for real customer data – it runs in a test or shadow environment.

  • TFI TradeCore with TradeScreen in a test or shadow environment, with your roles and approval levels
  • Official sanctions lists fetched in your environment, plus your identity provider
  • Two processes from your business – such as application review and claims
  • A final report against the success criteria – usable for a vendor-neutral follow-on procurement, too
Boundaries and questions

Questions from export credit agencies

No legal advice and no legal assessment of individual transactions. TFI TradeCore prepares decisions, holds and evidences – your committees decide on cover, anomalies and reports.

Which ECAs is the solution for?

For national export credit agencies, for companies that handle cover on their behalf (mandataries), and for credit insurers with state business. Our starting point is the common OECD standards; we adapt ECA-specific steps to your process in the pilot project.

Does application or portfolio data leave our institution?

No. TFI TradeCore runs in your environment – on premises or in your cloud. Tenants are strictly separated, and the audit log stays with you.

Which lists and sources does TradeCore use?

Official lists straight from the source – EU, UN, OFAC, UK, the US Consolidated Screening List, SECO, DFAT, Japan and the World Bank debarment list – plus ICIJ, GLEIF and UN/LOCODE. The data is fetched and versioned in your environment. Your own or licensed data connects through a normalised format; ready-made adapters for commercial vendors are not yet included.

How does this fit our procurement rules?

Our offer consists of self-contained, fixed-price services with fixed terms: health check or benchmark, RiskChart licence, pilot project – and only then, at your discretion, roll-out and operation through your procurement procedure. You know the contract value before every procurement.

Does the platform replace our decision?

No. It prepares, holds, evidences and documents. People decide – under the four-eyes principle and with segregation of duties.
